The Clause

Pablo Emilio Escobar Gaviria bombed a government he needed to keep standing. Only a state can amend a treaty, and the treaty was the whole of the matter. His charity and his terror were not two careers but one political campaign with a single objective: stopping Colombia from sending its nationals to the United States. He pursued it with cement in the comunas and dynamite in the capital, and he won it. On the morning of June 19, 1991 he surrendered to a prison he had chosen the site for, paid to build, and staffed with men he had approved. About an hour later the assembly rewriting Colombia's constitution voted to bar extradition. The popular accounts reverse that order. He went in on the guarantee, not after it.

Twenty-two chapters run from Rionegro in December 1949 to the tiles at Los Olivos: the 1976 arrest at Itagui, a load in a spare tire and a case that dissolved; Muerte a Secuestradores, founded within weeks of the M-19 kidnapping of Martha Nieves Ochoa; the 443 houses at Medellin Sin Tugurios, built for families who had been living off the garbage tip at Moravia and placed between the death squad and the congressional seat because that is where they sit in time; Rodrigo Lara Bonilla shot by a pillion gunman in April 1984 and the extradition treaty activated the same night; Luis Carlos Galan at Soacha; the hundred and seven people aboard Avianca Flight 203.

Where the record is contested the versions are left standing. Four accounts of who fired the shot that killed him sit side by side and the chapter does not choose. Two figures are solid, four hundred and forty-three houses and one hundred and seven passengers, and there is no rate at which one converts into the other. Fabio Ochoa Vasquez was deported home in December 2024. Carlos Lehder Rivas flew to Colombia in March 2025 and was released days later. Two of the men who built the route with him are at liberty in the country he car-bombed over whether they could be sent away.
